Start with one car and one calendar track day, with multiple runs on that date. Apex Unlimited unlocks unlimited cars and track days with a one-time purchase. There is no subscription.
Open Settings, choose Apex Unlimited, then Restore Purchases. Use the same store account you bought it with. An internet connection is needed to restore.
Export a backup from Settings before changing devices or deleting the app. Keep the backup file somewhere safe. Restoring a data backup does not restore a store purchase; use Restore Purchases for that.
